Yes, that is the point of grinding rather than cutting. Grinding takes it below finished level so you can turf, plant or lay over the top.

Will the tree grow back from the stump?

Some species send up suckers from a cut stump. Grinding out the stump and the top of the root plate removes most of what would regrow.
